We’ve requested that local jurisdictions show flexibility and to look at alternatives to on-site inspections such as videos or inspections being performed by qualified agencies or individuals as the 2018 IRC allows.

“R104.4 the 2018 IRC reads as follows: “The building official shall make the required inspections or the building official shall have the authority to accept

reports of inspection by approved agencies or individuals. Reports of such inspections shall be in

writing and be certified by a responsible officer of such approved agency or by the responsible individual. The building official is authorized to engage such expert opinion as deemed necessary to report upon unusual technical issues that arise, subject to the approval of the appointing authority.”

Like many other industries, this virus outbreak poses a potential economic disaster for the residential construction industry. To this end your HBA will continue to partner with local governments to assist in minimizing any delays by allowing third-party inspections. We have also contacted the Governor and requested that his office recognize that the permitting, inspection, construction, transfer and recording of ownership, of housing and anything incidental thereto be recognized as essential services to local and state government.
